Sound entering your space (or leaving your space) is caused by inadequate soundproofing measures being in place for the purpose of the room. In a recording studio environment, for exapmle, you need to stop sound coming in to ruin recordings, but you also need to stop sound leaving the room to ensure any environmental health laws are not broken, and neighbours are not disturbed.
This is achieved by adding sound insulation. Usually this means installing soundproofing materials inside a wall/under a floor/in a ceiling void, which stops sound travelling through the spaces. Underlay is also extremely effective at stopping both impact and airborne noise in any building and is a recommended starting point.
